Egypt proposes: Murder Jews only beyond Green Line, Israel stops defending
itself

Cairo plan includes cease-fire and IDF withdrawal from cities

An Egyptian plan presented to Fatah and Hamas delegates in Cairo yesterday
includes both a tough timetable for an Israel Defense Forces withdrawal to
the positions it held before the intifada, and in parallel a halt to all
Palestinian terror attacks inside the Green Line [IMRA (in Hebrew edition:
and a halt to Israeli military activity against members of the Palestinian
organizations].

The Fatah and Hamas delegates are in Cairo for talks aimed at formulating a
unified stance on sensitive issues such as a halt to suicide bombings in
Israel. The main demand presented by Fatah over the last few days has been
that Palestinian Authority Chairman Yasser Arafat be recognized as the
legitimate Palestinian leader.

According to the Egyptian plan, Arafat would be allowed to move freely until
general elections are held in the PA.

Islamic Jihad, which perpetrated the deadly attack in Otniel on Friday,
recently announced that it wants to take part in the Cairo dialogue, along
with Fatah, Hamas, the Popular Front for the Liberation of Palestine and the
Democratic Front for the Liberation of Palestine. But the organization's
second-in-command, Ziad Nahla, stressed that "Jihad representatives came to
Cairo to discuss internal Palestinian unity, not the termination of terror
attacks."
