PCPO Poll no.115 of Palestinians 32% Support Geneva Initiative

PCPO Poll no.115 Date: 26 October, 2003

In the recent poll prepared by PCPO-president Dr.Nabil Kukali and conducted
by the PCPO,
36.1% Are satisfied to various degrees with the emergency government new
formed.
43.7% Support to various degrees the appointment of Mr. Ahmed Qre' (Abu
El-A'la) as prime -minister.
32% Support to various degrees the draft statement of understanding, which
is known as "Switzerland paper".
30.9% Support to various degrees the holding of political elections in
the Palestinian territories.
26.3% Are of the opinion that AL-JAZEERA is the most watched TV satellite
channel.
38.2% Are of the opinion that Al-QUDS daily newspaper is read more than
the other newspapers.
53.4% Trust to various degrees the polls conducted in the Palestinian
territories.

Majd kokaly- information department:

A poll recently conducted by the PCPO and prepared Dr. Nabil Kukali, and
included a random sample of ( 619 ) Palestinian adults,( 18 ) years and
older, from Gaza strip and the West Bank including east Jerusalem.

The poll reveals that ( 43.7% )of the Palestinians are satisfied to various
degrees with the emergency government recently formed. ( 32% ) support to
various degrees the draft statement of understanding known under the name of
"the Switzerland paper".

President of the PCPO, Dr. Nabil Kukali, stated that the poll took place
15-20 October 2003 and the average age of the respondents was ( 31.49)
years, and the margin of error was( 3.94 +/-)percent points.

Kukali also stated that the percentage of female respondents was (49.8%)
while that of the male ones was (50.2%) He also explained that the
respondent's location of residence was as follows:( 51.9%) city,(
31.4% )village, and (16.7%) refugee camp. He pointed out to the average size
of respondents' families that was 7.92 persons, and the average number of
schooling years was 12.43 years.

Dr.Kukali said the results of the poll were as follows:

2. The news agencies mentioned that the Palestinian Prime Minister "Abu Al-A
'la" would present to the legislative council after 30 days two options. One
is the renewal of the office of the emergency government, and the other is
the presentation of an ordinary government, which requires the approval of
the legislative council. What is your opinion?
Renewal of the office of the emergency government 15.9%

3.Please express the degree of your support or your disagree to the
appointment of Mr.Ahmed Qre' (Abu El-A'la) as prime- minister of the

5. Unofficial Israeli and Palestinian personalities signed on 12/10/2003
draft statements of understanding, which are called "the Switzerland paper"
.the summary of these statements of understanding are as follows:
a. The end of the agreement: the agreement, which will be achieved, will be
a permanent settlement. Neither party will claim any further demands
thereafter.
b. Mutual recognition: a Palestinian state will arise beside the state of
Israel in conformity with the border lines in 1967, but under certain
amendments to the borders.
c. Right to return: will not appear in the statements of understanding and
no return will be allowed to Israel with the exception of a very small
figure estimated at some ten thousands only. Whoever is recognized as a
refugee will have the right to settle in the Palestinian state or in any
other country excluding Israel.
d. Jerusalem: the formulation (concept) of the former US-president Bill
Clinton will be adopted; namely the Arab quarters will be put under the
Palestinian dominance, and the Jewish quarters under the Israeli dominance.
The concept states also that the "holy Basin" should be administered by a
joint corporation of the three religions.
e. The settlements: Israel will collect the settlements into bulky masses in
the area of Gosh Etzion and the settlements around Jerusalem. Ma'ale Adumim
could be one of them .the Israelis agreed, due to security considerations,
not to merge ariel town into Israel's territory.
f. Terrorism: the Palestinians undertake to dismantle the terror
organizations and to combat instigation and terror.

8. In case the Palestinian emergency government and the Palestinian National
Security Council issue an order to Fateh organization and to other
organizations not directly belonging to the security organs of the
Palestinian authority, as to hand over their arms for confiscation or
destruction purposes. What do you think how Fateh and the other
organizations should react?
