The new Mossad: Leaner, less macho, more efficient

On the face of it, the Mossad appears to be in big trouble. Reports in the
Israeli and international media talk of a major shake up, mass resignations
and poor liaison.

The truth is that a smaller and more humble Mossad is doing very well. The
spy agency, under director Meir Dagan, just stopped trying to play the role
of super-spy.

These days, Mossad's focus has been Iran's nuclear weapons and missile
programs and battling terrorism. The Mossad has been helping Iranians in
sensitive positions relay information on Teheran's strategic projects. The
result has been a stream of disclosures issued by the Iranian opposition
based in Paris and Washington over the past 18 months.

Under Dagan, the Mossad doesn't pretend to be able to do everything. It has
expanded liaison, particularly with the British and French on such issues as
terror threats and weapons of mass destruction proliferation. At the same
time, Mossad has tightened controls on spending and accountability. Dagan
has demanded that his agents account for their activities and spending at
all times.

The Mossad assassinations of the 1970s are largely over. The Hizbullah
bombings of the Israeli embassy and Jewish community center in Buenos Aires
in the early 1990s have dampened the ardor of intelligence chiefs who sought
to assassinate terrorist leaders just because it was possible. These days,
the cost effectiveness of every operation is weighed.
