IMRA Interviews Head of Tanzim Marwan Barghouti - No Cease Fire

IMRA interviewed Marwan Barghouti, General Secretary of Fatah and the
Tanzim for the West Bank, in English, on 3 October at 12:05 PM:

IMRA: There are reports of a cease fire. Does it also include the
Tanzim?

Barghouti: I did not hear anything about a cease fire.

IMRA: No one has been in touch with you from the PNA?

Barghouti: I haven't heard about it. Ten minutes ago I heard on TV
the spokesman of the Israeli Army denying that there is an agreement
of a cease fire.

IMRA: A technical question: The Tanzim are part of the Fatah
organization?

Barghouti: Yes. It is the Fatah organization.

IMRA: And Yasser Arafat is the head of Fatah?

Barghouti: Yes.

IMRA: As the head of Fatah he can give instructions to the Tanzim?

Barghouti: Yes. Of course. He can give. But sometimes the Tanzim
have its own avenue. They can decide what they want to decide.

IMRA: So he can decide to do one thing and they can decide to do
something else?

Barghouti: Yes. We are not part of the army or part of the police
to take orders. It is an organization.

IMRA: So there are a couple of people who sit together and decide
what to do?

Barghouti: That is right.

IMRA: How many people are in the Tanzim now?

Barghouti: All of the Fatah is the Tanzim. We have the structure. I
am the General Secretary of the Tanzim in the West Bank.

IMRA: Is it thousand or tens of thousands.

Barghouti: Tens of thousands of people belong to the Tanzim as part
of the Fatah.

IMRA: And if Arafat says to do something then even though he is the
head of Fatah you can decide to do something else.

Barghouti: The general policy is decided by the leadership of Fatah
and by Mr. Arafat but in some aspects, in some issues, we have our
own opinions.

IMRA: So the issue of the fighting, the issue of whether or not to
continue shooting is one of those issues . . .

Barghouti: There is no shooting. There is only shooting from the
Israeli side. There is no shooting from the Tanzim and not from the
Palestinian side. There is one side shooting the Palestinians.

IMRA: So let's put it this way: The response to the fire. The
decision to return fire.

Barghouti: Sometimes there are a few people trying to protect the
people from Israeli fire.

IMRA: Have you heard any talk about trying to disarm the Tanzim?

Barghouti: No I have not. Nobody can disarm the Tanzim.

IMRA: Not even Yasser Arafat?

Barghouti: Yasser Arafat did not ask the Tanzim to be disarmed.
When I say nobody can disarm the Tanzim I mean the Israelis - not Mr.
Arafat. The Israelis are killers, settlers, gangs. Their army is
shooting the Palestinian civilians.

IMRA: And if Yasser Arafat decides to disarm the Tanzim could he do
it?

Barghouti: I think this would depend on what kind of timing we are
talking about
