Cabinet Communique

Cabinet Communiqué
(Communicated by the Prime Minister's Media Adviser)

At the weekly Cabinet meeting today (Sunday, 11 November 2012):

1. Prime Minister Benjamin Netanyahu made the following remarks:

"At the beginning of my remarks, I would like to wish a rapid and full
recovery to the soldiers and civilians who were wounded, and to strengthen
the residents of the south who – with bravery and equanimity – are facing a
complicated situation

I would like to add that the IDF is operating, and will operate,
aggressively against the terrorist organizations in the Gaza Strip, which
are taking heavy blows from the IDF. The world needs to understand that
Israel will not sit idly by in the face of attempts to attack us. We are
prepared to intensify the response. At the same time we are closely
monitoring what is happening on our border with Syria

and there we are also ready for any development.

At our meeting today, we will be briefed on the activities of the Israel
National Cyber Bureau

that we established one year ago. Israel is a significant force in
cyberspace. We are advancing, mainly on the problem of defending the modern
state. Just as we developed the unprecedented Iron Dome system that
successfully intercepts missiles, thus we are developing a kind of 'digital
Iron Dome' in order to defend the country against attacks on our computer
systems.

We will also be briefed on Science and Technology Minister Prof. Daniel
Hershkowitz's satellites initiative. This has important consequences for the
economy, for security and for science – here too Israel is achieving
breakthroughs.

Immigrant Absorption Minister Sofa Landver will present us with a report on
expatriate Israelis who are returning and on the many activities being
carried out in this field, which are the result of decisions that we have
made and the fruits of which we can currently see.

2. Minister Landver briefed ministers on the conclusion of the benefits
campaign for returning residents

which was decided upon approximately two years ago and was designed to
encourage Israeli residents to return to Israel. She noted that in the
framework of the campaign, between May 2010 and September 2012, 29,679
residents returned to Israel and gave detailed data on the returnees
according to year of return, countries from which they returned, age, etc.

About 30,000 returning residents
1100 of in "Tzabar" garinim enlisted for military service - four battalions.
Returning working resident's contribution to GNP is NIS 110,000 a year.
17 550 returning residents aged 21-65 who returned to Israel will contribute
to GDP NIS 2 billion in 2013.
The cost of the investment in: entrepreneurship, employment and science for
returning residents: NIS 67 million - annual economic contribution to the
Israeli economy of the results of the investments NIS 175 million. ]

3. Israel National Cyber Bureau head Dr. Eviatar Matania briefed ministers
on the activity of the Bureau, which is a unit within the Prime Minister's
Office

4. Minister Hershkowitz briefed ministers on the activity of the State of
Israel in the fields of satellites and space and noted – inter alia – the
fields in which the State of Israel is among the world's five leading
countries in satellites and space. He also discussed the development goals
and plans of the Israel Space Agency including cooperation with other
