Weekly Commentary: PM Netanyahu’s Security Requirements – IDF in West Bank

Weekly Commentary: PM Netanyahu’s Security Requirements – IDF in West Bank

Dr. Aaron Lerner Date: 1 October 2014

Once again, Prime Minister Benjamin Netanyahu recited the obligatory “two
state” mantra during his White House meeting today.

Here is what he said:

“I remain committed to a vision of peace of two states for two peoples,
based on mutual recognition and rock-solid security arrangements on the
ground.”

In the course of his September 29th speech at the United Nations General
Assembly, Mr. Netanyahu noted that “… in any peace agreement, which will
obviously necessitate a territorial compromise, I will always insist that
Israel be able to defend itself by itself against any threat.

There is no need to speculate what “rock-solid security arrangements on the
ground” Prime Minister Netanyahu has in mind that provide that “Israel be
able to defend itself by itself against any threat.”

Speaking at the Institute for National Security Studies last June 29, Mr.
Netanyahu spelled out the “updated concept to our arrangement with the
Palestinians: Palestinian political and economic control in the territory
governed by them, in parallel to Israeli security activity on the ground in
accordance with the operational requirements to ensure that the territory is
free of terrorist elements.”

And what does this entail?

“… the true security needs…necessitate the continued Israeli presence and
security activity in the West Bank and along the Jordan River. Those who
fail to understand that ignore reality.”

Is it realistic to believe that the IDF could remain deployed in the West
Bank and along the Jordan River for a prolonged period of time in the
absence of Israeli civilian communities in those areas?

The question probably isn’t relevant given Palestinian rejection of Israeli
security requirements magnitudes less than this.

Is it counterproductive to recite the “two state” mantra?

Does this really confuse anyone or is the recitation of the mantra just a
formality?
