Proposed Law: Basic Law: State of Israel
Nature of the State:
1. Israel is the nation-state of the Jewish People, based on the principles
of freedom, justice and peace in light of the visions of the Prophets of
Israel and maintains equality of rights for all of its citizens.
Regime:
2. The State of Israel is a democracy.
Symbols of the State:
3. The anthem, the flag and the symbol of the State are as detailed in the
Flag, Symbol and Anthem of the State Law – 1949.
Permanency:
4. This law may not be changed except with a majority of eighty members of
Knesset
Question from IMRA to MK Bennie Begin:
Why in the future the Supreme Court might rule that:
“Israel is the nation-state of the Jewish People” = Law of Return (AL right
for all Jews overseas to Israeli citizenship if immigrate)
“maintains equality of rights for all of its citizens” = Every non-Jewish
citizen has the right that his relatives living overseas may immigrate to
Israel and receive Israeli citizenship as an expression of equal rights.

Ridiculous Aaron. Ridiculous. Such a false concern won’t make it possible
to enact a National Law. And if in any case there is a need it is
possible to change the Law of Return. But if we paint such demons on the
wall on every matter we won’t get far – and we won’t get onto the road.
