"I want to say that I know that the situation for Palestinians in the West
Bank, in Jerusalem, in Gaza is, at this moment, very dire, that there are
extraordinary concerns, obviously, about the violence."

Let's look at the critical part of the sentence:

""I want to say that I know that the situation for Palestinians - are
extraordinary concerns, obviously, about the violence." = recognizes the
"violence" in the "Palestinian situation" without saying a WORD that this
"violence" experienced by Palestinians is in the overwhelming incidents the
outcome of Palestinian violence.

A terrorist who gets shot when he engages in terror is not a victim of
violence, he is a source of violence.

Kerry's words accepted the Palestinian narrative without any effort to
insert a qualification.

Please keep in mind that these are prepared remarks.

The U.S. taxpayers are paying a lot of salaries for the team of people who
work on the preparation of these remarks.

The absence of any qualifier in these remarks is not a slip up - it is a
very deliberate decision.

SECRETARY KERRY: Just to make a very brief statement. We had a long and very
constructive and serious conversation with President Abbas, and "I want to
say that I know that the situation for Palestinians in the West Bank, in
Jerusalem, in Gaza is, at this moment, very dire, that there are
extraordinary concerns, obviously, about the violence. "And I want to make
it very, very clear tonight that I am here at the request of President Obama
to see what we can do to try to help contribute to calm and to restore
people’s confidence in the ability of a two-state solution to still be
viable, to be achieved at some point. We are committed to that, two states
with two peoples living side by side in peace and security, and President
Obama and the United States will continue to work as hard as possible to
achieve that end.
