Will Turkey Build Strategic Hamas Military Facilities Without Israeli
Interference?

Under the agreement finalized now between Israel and Turkey, Turkey will be
building a series of large facilities - including hospitals - in the Gaza
Strip.

There do not appear to be any particular provisions to prevent the erection
of these facilities from incorporate strategic Hamas military facilities -
just as Hamas' most important command centers today are located underneath
hospitals.

Such a development would be consistent with the "quiet for quiet" policy of
the Government of Israel, according to which Hamas - or for that matter any
element in the Gaza Strip - can carry out pretty much any and all
preparations within the Gaza Strip to attack the Jewish State as long as
they don't shoot. The only partial exception to this rule is the section of
tunnels within the very immediate proximity of Israel but even in that case
Israeli activity is extremely limited.

Thus, taken to an extreme, it would be completely consistent for Israel to
allow Turkey to build hospitals that include not only underground command
posts but also reinforced missile launching positions and anti-aircraft
batteries
on the hospital rooftop.

After all, under "quiet for quiet" all of this is acceptable as long as
they aren't shot at Israel.
