Defense Minister Katz: Tell the truth diplomatically:

"At the request of the United States, we are adopting changes to the rules
of engagement that increase the risk to our soldiers. We do this not because
we see direct tactical value in the adjustment, but because our broader
strategic alliance with the United States is of paramount importance - we
value this partnership even when we assess certain steps differently."
