Terror Infrastructure in Qalqilya

A large terror infrastructure operates out of Qalqilya. This infrastructure,
Fatah, Hamas and has been responsible for an array of bloody terrorist
attacks which include suicide bombings inside Israel.

This infrastructure has expanded greatly since the beginning of November and
has been successful in perpetrating many mass-casualty terror attacks in the
Qalqilya region.

Fatah
The military wing of Arafat's Fatah terror organization is responsible for
most of the terror attacks emanating from the Qalqilya area. This
infrastructure operates under the guidance of senior Fatah officials in
Judea-Samaria.
Fatah's has been most active in shooting attacks and bombings in the 'Azoun,
Jat, Habla and Nebi Elias areas of the Qalqilya region. Likewise, the
terrorist that carried the hit and run attack in Bnei Brak on 31 January
came from the Qalqiliya area.

Hamas
The Hamas infrastructure in Qalqilya was responsible for the Neveh Yamin
suicide bombing on 28 March 2001, which killed two civilians and wounded
five others and the 1 June 2001 suicide bombing of the Tel-Aviv
"Dolphinarium" Disco in which 21 teens were killed and 120 others were
wounded. The "Dolphinarium" suicide bomber, Abd el Rahman Hamed, was also
involved in the 19 October 1994 bombing of the #5 bus in Tel Aviv, in which
22 civilians were killed and 46 wounded. The Hamas terrorist infrastructure
in Qalqilya is led by Mahand Taher and Salim Hajah.

Popular Front for the Liberation of Palestine (PFLP)
The PFLP organization, which operates in collaboration with Fatah elements,
recently carried out a number of terror attacks. The most notable attacks
were the 2 February suicide bombing in Karnei Shomron in which 2 were
murdered and 28 wounded, and the suicide bombing of a hotel in Ariel that
wounded eight people, including a number of tourists.

Palestinian Authority Activities in Qalqiliya
Since Arafat's bogus declaration a cease fire on 16 December, various PA
security organizations arrested some Hamas and Islamic Jihad activist (e.g.
Aziz Fatash, Fuaz Abd el-Bassat, Yousouf Moussa, Ahmed Salah Moussa, Roudhi
Yassin, Dia' Mahmad Zahad). However, Palestinian security forces did not
take any actions against the Fatah infrastructure in the city. It should be
recalled that the Fatah was responsible for the vast majority of terrorist
attacks emanating from Qalqiliya. The terrorists have continued to improve
their infrastructure in Qaliqilya, as well as their capacity to carry out
their attacks within Israel.
