no association with terrorist activities."

The Palestinians argue that the Tenet Plan calls for releasing all
prisoners. This is not the case. The Tenet condition is the absence of an
"association with terrorist activities."
Since Mitchell defined terrorist activity as random attacks against
civilians the Palestinians could argue that this means the release of
Palestinians arrested for such "non-terrorist" activities as killing
soldiers, policemen and others without civilian status. On the other hand,
the term "no association with terrorist activities" is open to broad
interpretation. A given terrorist may have "only" been directly involved in
murdering non-civilians but as a member of one of the militias he is
"associated with terrorist activities".
