Officials within the ranks of the security forces are criticizing Prime
Minister Ehud Olmert for acting in a manner that they claim is motivated
only by his desire to not appear to be breaching the ceasefire.

"If the army identifies a cell about to launch a Qassam rocket, shouldn't we
fire at them?" ask the sources, saying that operating according to such
guidelines may end up costing lives.

Foreign Affairs Minister Tzipi Livni met Sunday afternoon with EU High
Commissioner for Common Foreign and Security Policy Chief Javier Solana.

Livni said during the meeting that while it is important to note that the
ceasefire is being continuously breached it is equally important to be
responsible and make the right decisions for the future.
