A review of the file listing the 87 Palestinian prisoners slated for release
posted on the Israel Prison Service
www.ips.gov.il/NR/rdonlyres/0F500ADD-543D-4842-8939-D6B482986DD5/0/240907ips.xls

finds that 47 of them were convicted for attempting to kill, planting or
throwing bombs of fire bombs or shooting.

In the compilation below, in order to avoid double counting, the following
hierarchy was followed: those convicted of attempting to murder
("attempting to cause death") were counted for that offense regardless of if
they were also convicted for shooting or bombing. Someone who bombed and
shot is counted as a bomber.

58 prisoners being released who are West Bank residents
Of which 13 sentenced for attempting to murder, 8 for planting or throwing
bombs/fire bombs 16 shooting

29 prisoners being released who are Gaza residents
Of which 5 sentenced for attempting to murder, 4 for planting or throwing
bombs/fire bombs 1 shooting

87 Grand total
Of which 18 sentenced for attempting to murder, 12 for planting or throwing
bombs/fire bombs 17 shooting

On September 23. 2007, the Ministerial Committee appointed by the
Government of Israel decided on the release 87 Palestinian prisoners whose
names appear on the attached list.

The Government's decision was reached following the meeting of the
Coordinating Committee, headed by the Director-General of the Ministry of
Justice which included representatives of all the relevant authorities
connected with the matter (General Security Service , Israel Defense Force ,
Israel Prison Service and Ministry of Justice ) who examined the
suitability of the Palestinian Prisoners to the criteria fixed by
Government Decision No. 606 dating from 27 July 2003 and after the Committee
Dealing with the Release of the Palestinian prisoners confirmed the lists
individually .

In accordance with the decision of the Government, the list doesn't include
prisoners with "blood on their hands".

It should be noted that the decision in respect to the prisoners release was
conditional to the agreement of the relevant authorities and after
considering any objections that were raised.
