In tradition of Agranat Commission Winograd to avoid personal recommendations for fear of political upheaval

[Dr. Aaron Lerner - IMRA: The Agranat Commission that investigated the
fiasco of the Yom Kippur War of 1973 declined to make recommendations
against members of the Government - among them PM Golda Meir and DM Dayan
(Dayan was paralyzed with fear during the early days of the war, claiming
that Israel was on the verge of total destruction and proposing Israel act
accordingly. Calmer minds prevailed and within a short period Israel had
what militarily was the Jewish State's greatest victory in its history) for
fear that the country could not handle the upheaval.

It should be kept in mind that at the time the country had been essentially
ruled by the same collection of allied parties since the founding of the
State.

In sharp contrast, in the 34 years since the Yom Kippur War, the leadership
of Israel has changed hands smoothly several times between ruling and
opposition parties as a result of elections.

It is not clear why the Winograd Commission would consider a change in the
leadership of the country - given the caliber of the leaders in power - to
be a problem.]

The Winograd Commission is set to publish its final report on the management
of last summer's Second Lebanon War within the next few weeks, but the
report will not include personal recommendations.

The report will include details of the government's and army's handling of
the war, but will exclude the names of officials blamed for political and
military failures during the 34-day conflict with Hizbullah.

It remains unclear whether the report will clearly state that Prime Minister
Ehud Olmert is unfit to lead the country over his poor handling of the
conflict. In an intermediate report released in April, the commission
faulted Olmert, former Defense Minister Amir Peretz and former IDF Chief of
Staff Dan Halutz for taking Israel to war hastily and failing to conceive an
exit strategy.

Ynet has learnt that the commission will avoid naming names for fear of
causing political upheaval and undermining efforts to rehabilitate the army
after its poor performance against the Lebanese Shiite group.

The commission is of the opinion that the Israeli public will decide whom to
blame .

The commission was appointed by the government in September 2006 to silence
a hailstorm of public criticism.
