easier for the terrorists to carry out an attack at the very same time that
an important international business conference is to take place in Bethlehem
May 21-23. Should a significant attack take place prior or during the
conference the Israeli security activities following the attack will hurt
both the conference and Israel's image.

Never mind - that is thinking hours - and possibly even more - beyond the
positive immediate PR impact of removing the restrictions.

IDF SPOKESPERSON'S ANNOUNCEMENT

Bet-Ha'Arave and Sheep Junctions Opened for Movement

In accordance with government decisions and security assessments, the IDF
and Civil Administration will implement a series of relief measures for
Palestinians in Judea, Samaria and the Jordan Valley.

As part of the relief plan, the Sheep Junction was removed enabling
unrestricted movement between Hebron and the village of Yatta. Access to the
southern villages was also enabled.

In addition, Bet-Ha'Arava crossing will also be opened, and will remain open
during the weekend.

Ten other crossings were removed in the Nablus, Tulkarm and Qalqiliya
vicinity, totaling 70 crossings that were removed during the month of May.

The number of various permits was significantly increased as well,
including: the number of movement permits between Judea and Samaria and the
Jordan Valley issued to farmers and public transport; the number of permits
issued to trucks traveling from Nablus to the Ephraim Gate; and an extension
of NGO workers' work permits from three months to six months.

The IDF will continue to defend the citizens of Israel, while doing its
utmost to allow the Palestinian population to maintain daily routine.
