"Last weekend new shooting orders were issued for the area around the Gaza
Strip. The soldiers are permitted to respond with fire to fire against them
or rocket fire, but cannot act against Palestinians operating next to the
fence, even if they are armed, if there is not solid information that they
intend to carry out an attack."
