 Iranian occupation of the three islands of the United Arab Emirates : 29 . The Supreme Council renewed emphasis on rejection of the continuedoccupation by the Islamic Republic of Iran of the three islands , Greater
 and Lesser Tunbs and Abu Musa, which belong to the United Arab Emirates ,
 and stressed by all the previous data , and the Supreme Council reaffirmed
 in this regard to the following :
 -  support the right of sovereignty of the United Arab Emirates over its
 three islands of Greater and Lesser Tunbs and Abu Musa , and the territorial
 waters, airspace, continental shelf and exclusive economic zone of the three
 islands as an integral part of the United Arab Emirates .
 - the grounds that any decisions or practices or acts carried out by Iran on
 the three islands are null and void and do not change anything of historical
 facts and the legal right to collect on the sovereignty of the United Arab
 Emirates over its three islands .
 -  Invite the Islamic Republic of Iran to respond to the efforts of the
 United Arab Emirates to resolve the issue through direct negotiations or
 resorting to the International Court of Justice .
 Relations with Iran: 30 . Supreme Council stressed the importance of closer cooperation betweenthe GCC countries and Iran on the basis of the principles of good
 neighborliness and non-interference in internal affairs , respect for the
 sovereignty of countries in the region , and to refrain from the use of
 force , or the threat of it.
 31 . The Supreme Council welcomed the new trends of the Iranian leadershiptowards the GCC countries , hoping to follow these trends concrete steps ,
 and as reflected positively on the peace, security and stability in the
 region .
 Iran's nuclear program : 32 . The Supreme Council welcomed the preliminary agreement which was signedby the Group 5 +1 with Iran on November 24, 2013 in Geneva , as a
 preliminary step toward a comprehensive and lasting peace on the Iranian
 nuclear program, ending concern at the international and regional level
 about this program, and enhance the region's security and stability , and
 contributes to the evacuation of all weapons of mass destruction , including
 nuclear weapons, and the Supreme Council reaffirmed the importance of the
 strict implementation , and the agreement in full under the supervision of
 international Atomic Energy Agency (IAEA).
 The current Arab situation : Syria : 33 . The Supreme Council strongly condemned the continuation of the Assadregime in waging genocide on the Syrian people , using all the types of
 heavy weapons and chemical weapons internationally forbidden , and the
 impact and repercussions on the region's security and stability , calling
 for the withdrawal of all foreign forces from Syria . The Council affirmed
 its support for all international efforts to reach an agreement within the
 UN Security Council to pass a resolution under Chapter VII to secure
 humanitarian access to those affected by the Syrian people , and not to
 allow the Assad regime of politicizing the humanitarian crisis , with more
 procrastination . In this regard, the Council welcomed the proclamation of
 the State of Kuwait hosted precious to the donors' conference second early
 next year, in 2014 , in order to provide urgent humanitarian needs of the
 Syrian people , inside and outside Syria , the Council calls on the top of
 the world and relevant international organizations to actively participate
 in this conference in order to achieve its humanitarian objectives .
 34 . Supreme Council stressed the importance of maintaining the sovereigntyof Syria and the unity and territorial integrity , and its support for the
 decision of the National Coalition for the forces of the revolution and the
 Syrian opposition , as the legitimate representative of the Syrian people ,
 to participate in the Geneva conference 2 , leading to the formation of a
 transitional government of Syria , with executive powers in full, according
 to a statement Geneva 1 June 30, 2012, asserting that the pillars of the
 Syrian regime who have their hands stained with the blood of the Syrian
 people should not have them any role in the transitional government or the
 political future of Syria .
 Egyptian affairs : 35 . The Supreme Council expressed confidence in the Egyptian people'schoices brother , and his eagerness to preserve the security of all the Arab
 Republic of Egypt , and stability , and the capabilities of its people ,
 stressing complete rejection of foreign intervention in Egypt's internal
 affairs . Stand and the Gulf Cooperation Council with Egypt and its people
 dear , and to support its economy , expressing confidence that it will
 regain its leadership position and historical , and the central importance
 of the Arab and Islamic nations .
 The situation in the Palestinian territories and the developments of theArab-Israeli conflict :
 36 . Supreme Council stressed that a comprehensive peace and a just andlasting can be achieved only full Israeli withdrawal from all Arab
 territories occupied in 1967 , and the establishment of an independent
 Palestinian state with its capital in East Jerusalem , in accordance with
 the international legitimacy resolutions related , and the Arab peace
 initiative .
 37 . Supreme Council welcomed the diplomatic efforts made ​​by the UnitedStates , and the start of negotiations between the Palestinians and the
 Israelis , hoping that the success of these negotiations , calling on the
 international community to continue to support the efforts of the
 Palestinian people to achieve the peaceful legitimate national rights . In
 this regard , the Council condemned  the settlement policies of Israel , and
 the unjust siege that included territories constitute a flagrant violation
 of the resolutions of international legitimacy , required to take concrete
 steps to lift the injustice suffered by the Palestinian people .
 ...Lebanese affairs :41 . Supreme Council condemned the terrorist bombings that took place in
 Lebanon, which claimed the lives of many innocent people , calling on all
 parties and Lebanese forces to put the national interest , and the speed of
 the formation of the Lebanese government in order to preserve Lebanon's
 entity and protect him from the repercussions of the Syrian crisis , calling
 for the departure of the Hezbollah militia from Syria .
 Iraqi affairs :42 . Supreme Council condemned exposure Saudi border area to launch rockets
 from the territory of Iraq , which is an unacceptable violation of
 international law and the principles of good neighborliness , warning to the
 negative consequences of such an action . The Council calls for top Iraqi
 government to assume its responsibilities in this regard .
 43 . Supreme Council condemned the bombings repeated in a number of Iraqicities , which fell causing many innocent people , believing that a criminal
 act is incompatible with the principles of the Islamic religion and all
 human values ​​, stressing the firm position towards Iraq , and of the
 importance of preserving Iraq's unity , sovereignty and territorial
 integrity and non- interference in its internal affairs , and urged other
 countries to follow the same approach , and to support reconciliation
 efforts for the success of the Iraqi political process in Iraq , to achieve
 security and stability .
 44 . The Supreme Council welcomed Iraq's cooperation in the implementationof the decisions of the relevant Security Council , particularly the
 completion of the maintenance of border markers in accordance with Security
 Council resolution 833/1993 , and the signing of the Memorandum of
 Understanding on practical arrangements maintenance of the physical to the
 border with Kuwait , and hailed the signing of Iraq with the United Nations
 Agreement on receipt of the amount of compensation owed ​​to the Iraqi
 farmers in implementation of Security Council resolution 899/1994 .
 45 . Supreme Council welcomed the Security Council resolution No. 2107/2013, which decided unanimously to refer the file of prisoners and missing
 persons and the return of Kuwaiti property to the United Nations Mission
 UNAMI to follow up on this file , and it came the result of the positive
 development of relations between the State of Kuwait and the Republic of
 Iraq and the exchange of visits between officials of the two countries , and
 resulted in for these visits from the signing of important agreements of the
 parties on the issues of bilateral and international commitments .
 The crisis of Myanmar Muslims: 46. Supreme Council condemned again brutal massacres against the Muslimcitizens in Myanmar, and what they are exposed to massive violations of
 their rights, calling on the Government of Myanmar to ensure the rights of
 its Muslim citizens and protect them, as called for collective action within
 the framework of the United Nations and international and regional
 organizations concerned, to address this humanitarian tragedy .
 Supporting the Republic of Djibouti: 47. Aware of the importance of the Horn of Africa, and in support of thedevelopment efforts in the state, the Board decided to provide support for
 the development of the Republic of Djibouti, the value of two hundred (200)
 million U.S. dollars to finance development projects over the next five
 years. Assigning the Secretariat in coordination with the state presidency

 Djibouti.
