Do EU declarations deter Palestinians from seeking UNSC Resolution ?

The repeated EU declarations calling for the immediate and unconditional
disarming of Gaza terrorists (perhaps Israel's greatest diplomatic
achievement in decades) may not be lost on the Palestinians.

The US would be hard put to oppose the inclusion (promoted by EU) of a call
in the same spirit in any UNSC resolution addressing the situation in Gaza
with the outcome being either a resolution with profound ramifications for
their future international campaign/strategy or no resolution at all - with
the demilitarization issue in the limelight rather than Palestinians in
temporary housing (they getting food and medicine and temporary shelter
regardless).
