Hamas Operative Involved in Continued Tunnel Construction Arrested

Cleared for release: in early July , in a joint ISA and Israeli police
operation, security forces arrested Ibrahim A'adel Shahada Shaer. Shaer is a
militant of the Hamas terror organization and actively involved in plotting
tunnel attacks from the Gaza Strip.

Shaer (1994), resident of Rafah, conveyed detailed information regarding
Hamas' terror activities in Rafah, including Hamas' planned attacks during
conflict and its intentions to use terror tunnels to execute attacks against
Israel civilians.

Shaer confessed to have been fully involved in the planning of the continued
terror tunnel network in the Gaza Strip over recent months. He revealed
information regarding the construction of a terror tunnel leading from Rafah
to the Kerem Shalom crossing. In the course of the investigation, Shaer
elaborated on Hamas' tunnels in the Rafah area, including various locations
of construction sites and tunnel shafts as well as the outline of the tunnel
network. He also exposed that a new road which is being paved by Hamas
adjacent to the border, will be used in order to execute surprise attacks
against Israel.

Shaer was personally involved in multiple Hamas trainings including combat
training, commander courses, sophisticated weaponry and IEDs.

During Operation Protective Edge, Shaer was a part of the logistics
department of Hamas, and assisted in transporting military equipment and
IEDs to Hamas operatives. He also took an active part in combat, by planting
explosive devices against IDF tanks and assisting in observation.

In addition, Shaer was exposed throughout the years to information regarding
Hamas officials' terror activities.

Shaer also revealed details of the relationship between Iran and the Hamas
terror organization, in which Iran provides military support to the terror
organization. According to Shaer, Iran supports Hamas by transferring funds,
advanced weaponry and electronic equipment such as frequency disruption
devices used in order to shoot down Israeli UAVs. He added that Iran has
trained Hamas operatives in past to infiltrate Israeli territory and
airspace. Shaer disclosed information regarding the structure of Hamas'
Elite "Nukhbah unit ", Hamas' abilities in the anti tank, anti aircraft and
observations fields, which he added, have the ability to monitor images as
far as three kilometers into Israeli territory. Shaer also disclosed changes
in Hamas' combat doctrine and the operational structure since Operation
Protective Edge.

Shaer disclosed Hamas' abuse of materials brought to the Gaza Strip for
reconstruction and rehabilitation in order to rebuild terror infrastructure
and execute terror activities. According to his investigation, in order to
attempt to prevent the targeting of Hamas' weapon storage units, Hamas
leaders ordered operatives to use their homes for weapon storage,
endangering many civilian lives. He also confessed to storing multiple 50
kl. IEDs in his own home.

On July 31st 2015, the district court of Be'er-Sheva indicted Shear for
membership and association with illegal organizations, attempted murder,
interaction with foreign spies, illegal military trainings and several
weapon related offenses.
