Last week US Secretary of State Kerry claimed that the Arab League
initiative provides for normalization of relations with Israel "the moment a
peace agreement is
reached" with the Palestinians.

Attached is an unedited recording of a conversation I had with Dr. Nassif
Hitti, Spokesman of the Arab League, from their Cairo headquarters over the
telephone today.

As the spokesman indicates, while the Arab League welcomes an Israeli
agreement with the Palestinians, their initiative is a commitment to
normalize relations with Israel is only in the event of a comprehensive
peace covering also the claims of Syria (complete withdrawal from the Golan)
and Lebanon (withdrawal from parts of the Galilee) .
