Observation: Russian Lease of Syria Bases Would Break Reliance on

Just as the American 1903 lease of Guantanamo Bay survived the Cuban
communist revolution, a Russian lease of Syrian bases - Russia's strategic
interest in Syria - would remain in force in the event of a regime change in
Syria.

Thus, a long term lease agreement would be a dramatic game changer that
would facilitate a regime change in Syria while preserving Russia's
interests.
