Weekly Commentary: Replacing "Core" With Math and English As Funding Basis
Win-Win Solution To Haredi Crisis

Only 24% of Haredi men who begin studies towards a college degree graduate.

Almost half of them (46%) quit during the mandatory pre-college preparatory
courses.

The State Comptroller report released May 2019 reporting these finding for
the period 2011-2018 attributed the devastatingly high dropout rate to a
lack of math and English skills.

What a tragedy!

Young married men who decided, along with their wives, to embark on an
arduous path of years of study to improve their lot only to fail because the
educational institutions that they attended when they were growing up
knowingly declined to equip them with proper math and English skills.

This is also a disaster for the future of Israeli society as it means than
an ever growing segment of the population will be handicapped in their
ability to contribute to the resources of the collective.

Today English and math studies are an element in the "Liba" (core) studies.

Educational institutions which fail to provide their students with Liba get
only partial funding.

But Liba includes civics and other studies which the Haredi institutions
consider part of secular society's "culture war" against them.

It serves everyone's interests to remove math and English from the culture
war.

And the easiest way to do this is to revise the funding formula so that the
funding criteria is English and math rather than Liba. But with a twist:
educational institutions that deny their student math and English skills do
not get a shekel.
