Rand Study: Viable Peace Agreement May Require International Guarantees

It should be noted that Rand is not new to the issue. The Richards family
has been bankrolling this series of Rand studies since 2005.

And yet, despite over a decade and a half studying the topic, the new Rand
study declines to consider the durability the arrangement it proposes
according to which the international community guarantees that Israel is
barred from defending the Jewish State via any activity which extends into
the sovereign Palestinian state.

Again: despite the rich and consistent history of the inability of the
international community to effectively substitute for the IDF in either the
prevention or defense against Palestinian aggression, the Rand study, which
calls for "pragmatic decisionmaking", declines itself to be pragmatic.
