The "Shayetet 13 Parliament" posted an interview with former COS and DM
Ya'alon on September 13th:

At 58:45, Ya'alon is asked if it is permissible to kill some terrorists even
if there are some passersby in the area.

Ya'alon replies (translation):

"I hope very much that sitting in the 'pit' in the Kirya are those who would
make the decision I made.

There is the known incident when Hamas organized a meeting in some house on
Shabbat, and it was possible to kill all of them with a one-ton bomb. But
next to it was a building with 40 apartments, with women and children, at
2:00 in the afternoon, and I recommended to Sharon and Mofaz [IMRA: Ya'alon
was COS] not to attack, and we didn't.

There are those who call it the big missed opportunity."

Ya'alon noted that Mohammed Deif and Sheikh Yassin were among those
attending the meeting.

An internet search failed to find this incident in which no bombing took
place.

On 19 August 2014, the IDF carried out an airstrike on the home of Mohammed
Deif, leader of the Al-Qassam Brigades. While a one-ton bomb would have
destroyed the home, a smaller bomb was used to limit collateral damage. As a
result of using the smaller bomb, Deif was not killed, but his wife Widad
Asfura and his two children were killed.
